Introduction
At Kit Carson County, we are committed to ensuring that our digital content is accessible to everyone, regardless of their abilities.
We strive to meet or exceed the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA, which provide recommendations for making web content more accessible.
Accessibility Program
Kit Carson County participates in the Accessibility as a Service (A3S) program, in partnership with Perspective Tester, a digital accessibility consultancy.
Through A3S, our website is audited and remediated monthly against WCAG 2.2 Level AA by combining automated testing and manual evaluations using assistive technologies.
Measures to Support Accessibility
We take the following actions to support and maintain accessibility:
- Integrate accessibility into our design, development, and content processes.
- Include accessibility requirements in procurement and vendor contracts.
- Conduct monthly manual testing and remediation.
- Maintain compatibility with assistive technologies.
- Publish annual accessibility updates to maintain transparency.
Conformance Status
This website is partially conformant with WCAG 2.2 Level AA. Partial conformance means that while most content and functionality meet these standards, some areas may not yet fully comply. Ongoing monthly remediation through the A3S program continues to improve overall accessibility.
Legal Compliance
This statement and our accessibility efforts align with:
- Title II of the Americans with Disabilities Act (ADA)
- Section 508 & Section 504 of the Rehabilitation Act
- Colorado HB21-1110, codified as Colorado Revised Statutes § 24-85-103
Assessment Approach
This website is assessed for accessibility by the following approaches:
- External evaluation
- Keyboard-only on Windows 10 – Google Chrome
- Full browser zoom on Windows 10 – Google Chrome
- Screen reader using VoiceOver on iPhone – Safari
- Screen reader using NVDA on Windows 10 – Google Chrome
- Automated AI-based testing tools
Continuous Improvement
Accessibility is an ongoing effort. As technology and standards evolve, Kit Carson County will continue testing, remediating, and improving digital content to ensure equitable access for all users.
Third-Party Content
Some portions of the Kit Carson County website may include or link to third-party content, such as external maps, videos, social-media feeds, or embedded forms.
While the County strives to ensure that all integrated content is accessible, it does not have control over the accessibility of third-party platforms or services.
If you encounter accessibility barriers with these third-party elements, please contact KCCIT@kitcarsoncounty.org, and we will work with the provider to address the issue or offer an alternative means of access.
